Recently, Guangzhou Municipal Science and Technology Bureau published a notice about identifying high-end and professional foreign talent.
近日，广州市科技局发布了关于认定高端专业外籍人才的通知。
According to the notice, high-end foreign talent (category A) includes scientists, leading science and technology (S&T) talent, international entrepreneurs, special talent, and other foreign high-end talent urgently needed for China’s economic and social development.
根据通知，外国高端人才（A类）包括科学家、领先科技人才、国际企业家、特殊人才以及中国经济社会发展急需的其他外国高端人才。
Foreign talent meeting one of the following conditions will be identified as high-end (category A):
符合以下条件之一的外国人才将被认定为高端（A类）：
1.The winner of a provincial or ministerial level or above S&T award
1.省部级以上科技奖励获得者
2.Professor (researcher) or associate professor (associate researchers) of high-level university or with middle-level or above management position in science institutions
2.高水平大学教授（研究员）或副教授（副研究员）或科学机构中层或以上管理职务
3.Former high-level leaders of international maritime organizations
3.国际海事组织前高级领导人
Foreign professional talent (category B) includes foreign professionals who meet the requirements of the Guiding Catalog and Positions for Foreigners Working in China, fulfilling the urgent demands of China’s economic and social development.
外国专业人才（B类）包括符合《外国人来华工作指导目录和职位》要求的外国专业人才，满足中国经济和社会发展的迫切需求。
Foreign talent meeting one of the following conditions will be added to foreign professional talent (category B):
符合下列条件之一的外国人才将被添加到外国专业人才（B类）中：
1.Foreign talent with senior managerial or technical positions of the top 500 Chinese enterprises, unicorn enterprises, and little giant enterprises (identified by the provincial economy and information technology bureau,) and key research centers (identified by the relative bureaus)
1.在中国500强企业、独角兽企业和小巨人企业（由省经济和信息化局认定）和重点研究中心（由相关局认定）担任高级管理或技术职务的外国人才
2.The specialist who meets the condition on the Catalogue of Industries for Encouraging Foreign Investment
2.符合《鼓励外商投资产业目录》条件的专家
3.Foreign talent whose wage is six times or higher than the local citizen’s average wage last year
3.工资高于当地公民去年平均工资六倍或以上的外国人才
